Blue Cross and Blue Shield of Kansas (BCBSKS) worked with the Kansas Hospital Association and the Kansas Medical Society to create the ValueBlue insurance product for households that earn less than 200 percent of the federal poverty level and have gone without health coverage for at least 12 months.  BCBSKS uses a special network of hospitals and healthcare professionals that agree to accept 50 percent of standard payment allowances, enabling the company to offer ValueBlue at half the cost of typical insurance; all administrative costs are absorbed by BCBSKS.
