BlueCross BlueShield of Western New York and BlueShield of Northeastern New York developed the Aqua product to offer a comprehensive, affordable coverage solution for small employers and expand uninsured residents' access to health insurance.  The plan incorporates an “Aqua Allowance” used as a first-dollar coverage benefit for eligible medical expenses, encouraging members to make cost-effective healthcare decisions.  If members exhaust the allowance, they are responsible for deductibles and coinsurance on subsequent medical expenses.  To promote healthy lifestyle choices, Aqua also provides additional allowances for gym memberships and certain wellness services, making good health an affordable option.
